The Attorney General is the chief legal officer of the State of Maryland. The Office of the Attorney General (OAG) has the general charge, supervision, and direction of the State’s legal business, acting as legal advisors and representatives of the major agencies, various boards, commissions, officials, and institutions of State Government. The OAG also protects the public by civil enforcement of antitrust, civil rights, consumer protection, and securities laws and regulations and by the prosecution of organized crime, Medicaid fraud, environmental crimes, insurance fraud, state tax evasion, and other statutorily assigned matters. As Maryland’s 47th Attorney General, Anthony G. Brown leads the Office with a critical focus on equity, justice, and fairness.
The OAG is seeking an accomplished, motivated attorney to serve as Principal Counsel to the Maryland Military Department (MMD) and the Department of Veterans and Military Families (DVMF). This high‑impact position offers an exceptional opportunity to provide strategic legal guidance to two mission‑focused agencies that directly support Maryland’s Soldiers, Airmen, veterans, and military families. The Principal Counsel works with the Adjutant General, the Secretary of DVMF, and their senior leadership teams to advance agency priorities and ensure compliance with federal, state, and local laws. The Principal Counsel is responsible for delivering legal advice, responding to complex legal inquiries, and leading or participating in both administrative and judicial litigation involving matters that may affect state resources or the interests of Maryland’s military and veteran communities. The role also includes advising on procurement and contract matters, reviewing property issues such as ownership, leasing, acquisition, and divestment, and drafting or reviewing policies that guide agency operations across a wide range of functional areas. This role interacts extensively with internal and external stakeholders — working daily with the Staff Judge Advocate and JAG Corps officers coordinating with HR and procurement leadership, and representing the agencies before adjudicatory officers, administrative hearing boards, and courts. These engagements require sound judgment, strong communication skills, and the ability to manage varied and complex legal matters with professionalism and independence. Experience: Candidates should have a minimum of ten years of progressively responsible legal experience, ideally involving administrative law, litigation, government practice, procurement, contracts, employment law, or real property. Strong analytical abilities, excellent legal research and writing skills, and demonstrated experience providing clear, actionable legal advice to executive leadership are essential. Applicants should also have the ability to manage multiple complex assignments, work collaboratively with diverse stakeholders, and exercise sound, independent judgment under pressure. The most competitive applicants will have prior experience working in or closely with the military or organizations supporting the military, veterans, and their families, as well as experience with real property transactions, procurement law, administrative hearings, or employment law. The ability to work effectively in a fast‑paced environment with high visibility and significant responsibility will further distinguish a successful candidate.
